In Blackburn Hamlet, we have a lot of traffic traveling through the Hamlet along Innes Road instead of the Bypass. This is in part due to the traffic signal priority given to Innes Road traffic. At some intersections it can take pedestrians more than a minute to receive a walk signal after they press the button to cross. At other intersections where there are no lights, it can take even longer for a break in traffic to allow safe crossing. Traffic Engineers refuse to change these signal timings as their focus is moving cars, not the safety of residents. How would you deal with this issue?
